htmlText_FE5ED2EC_E4A6_5BB7_41EB_8BB5BE89FF50.html = River Info
Located in the Canadian Rockies, the Kicking Horse River flows from the ice fields of Yoho National Park. It only takes 12-16hrs from ice melt to reach the town of Golden. The temperature stays around 3-5°C all year round.
Weather Conditions
The Kicking Horse River runs between 3-5°C all year round.
Ambient temperature: 8°C
Wind: 1 km/h
Precipitation: 10%
Scenario Info
A recreational kayaker has ended up stranded on an island on the Kicking Horse River. Golden Fire Rescue has responded with 5 trained swiftwater rescue technicians and 7 swiftwater aware rescuers.
Upon arrival, the subject refuses to enter the water as they are too cold.
htmlText_8D9FCDBC_A3EA_E5DE_41E0_C83401ECCCFF.html = Rigger(s)
The riggers are responsible for setting up any technical systems that may be required. They will also be belaying ropes when the rescue is in operation.
Logistics
The logistics person is responsible for managing team equipment and ensuring it is available where it is needed. They may also be tasked with maintaining lines of communication between team members.
Here we can see teams setting up lighting to support the Swiftwater Rescue Technicians. They are performing the role of riggers and logistics. Although they are not trained in swiftwater rescue and are not wearing swiftwater PPE they are able to assist from the cold zone in other ways.
Remember Best Practice Guideline No. 2: Always be proactive.
htmlText_8F9027FC_A326_655E_41D9_1A460EAE5DB2.html = Once the victim has been accessed, they must then be stabilized. This may be simply getting ‘hands-on’ to secure the victim, or a full medical immobilization. As a minimum the victim should be provided with a correctly fitting buoyancy aid and helmet.
In this scenario the victim has full PPE and in out of the water sat down on an island. This presents a stable situation enabling the Rescuers effectively plan.
htmlText_F172BFBF_D594_AF86_41CB_B093109F294C.html = The IC is responsible for the overall management of the emergency scene. The IC establishes the incident objectives, determines strategic priorities, and approves the incident action plan among other duties.
Here you can see the IC chatting with different teams and making plans. Note the IC is not part of the rescue and is directing different teams.
htmlText_8DFF33E1_A325_FD66_41DC_E52752AB3C67.html = The arrows clearly show the where the hot zone, warm zone, and cold zone are located. However, this will have to be communicated to all the rescuers and personnel on scene.
Here we can see cones and rescue vehicles used to block off the area from any bystanders. Bystanders in the cold present hazards that can impact the rescue and safety.
• Crowd control - This can take up valuable resources.
• Moral pressure - This could lead to poor decisions.
• Bystander safety - Bystanders are unpredictable and often not trained. For their own safety keep them away from the rescue scene.
htmlText_F1E12BFF_D46C_B786_41DC_F67E568499CF.html = The downstream area where the backup team(s) will operate should be effectively lit. This may be achieved through the use of mounted floodlights attached to batteries or small generators, use of vehicle headlights, or handheld searchlights. Care must be taken in positioning the lights to provide an overall illumination but not to dazzle any rescuers or victims through direct lighting.
The scene should be lit with floodlights as much as possible. The challenge is placing the scene lighting to minimize the problems of glare and dazzling the rescuers.
These lighting options may be aided by the use of night vision equipment and thermal imaging. It should be noted that thermal image cameras do not ‘see’ through water, but they are useful for locating heat sources on the bank or above the water.
Cyalume sticks are also very useful for marking hazards and safe routes through areas, as they are cheap and
reliable.
htmlText_F6E57D5D_D5B4_708A_41E5_D553661AD798.html = The hot zone is the area covered by water. This is often the greatest hazard, and must be approached by the right people capable of working safely in that environment. Rescues will be performed by a variety of methods and the personal in this area need to be properly trained and equipped for the situation.
htmlText_8CB91642_A32D_A6AA_418F_9363956D568D.html = The rescuers will be the team members who make contact with the victims. For example, they might be the swimmer in a tethered rescue, or on the boat during a tethered boat rescue of people on a car in the water.
In this scenario, there are limited trained Swiftwater and Flood Rescue Technicians so their roles become dynamic and change as needed. This can be seen when rescuers swim across the channel and provide downstream safety.
Learn more about a Swiftwater and Flood Rescue Technician (SRT) here:
htmlText_87DA523B_A16A_DEDA_41C5_90A2E5781F87.html = This area moves inland, away from the water to a minimum of 10ft/3m (terrain-dependant). There is a chance that the personal in this area will accidentally slip and fall into the water. Personnel must be equipped and trained. To deal with this possibility. If necessary, this area can be extended further from the water's edge due to the terrain, for example, slopes or uneven ground.
htmlText_F63C1B08_D5BD_908A_41D8_C30D55264D31.html = This is the area for personnel trained at Awareness level. They do not intend to approach the warm zone and certainly not the hot zone. They appreciate the dangers of those zones, but have not undergone the rigorous training required to operate in those zones. Personale in the cold zone might be medical teams and additional support staff. Regardless of the level of training, in an individual does not have appropriate personal protective equipment (PPE), then they must not progress any further than the cold zone
These areas are the working areas required. The public are kept beyond the cold zone.
htmlText_84F54AB6_A165_AFEA_4190_E288F88BDA26.html = Working in water and floods at night and poor visibility (e.g., fog or very heavy rainfall) presents particular problems both in terms of risks to rescuers and effectiveness of rescue techniques. Rescuers should be more aware of their own and other team members’ safety when faced with poor visibility.
All personnel near to the water should not be alone and should be suitably equipped. Rescues are significantly more difficult to perform, as depth perception is very difficult in low light conditions. Multiple types of lighting are required for operating
at night.
Hazards:
• Visibility and communication difficulties
• Affecting timescales
• Tracking of equipment and personnel
Control Measures for poor visibility/night operations:
• Lighting
• Increased use of audible communication
htmlText_F1C58209_D5B4_908A_41E3_8D0FE18F6399.html = This outlines the equipment that each type of team needs to have. The inventory will cover:
• PPE for team members
• Communication equipment
• Decontamination equipment
• Navigation equipment
• Technical equipment
• Boat equipment, if applicable to team type
• Medical equipment
htmlText_8926ED47_A2E7_AAAA_41D1_94D571A68850.html = This rescue now assumes the role of downstream safety.
Downstream safety
Is an important bank-based task. When any water operations or near water operations are being conducted or set up it’s vital to have downstream safety set up a containment plan if anything goes wrong.
